An article I found on Bloomberg.com titled "Harley-Davidson in China Encounters Barriers of Entry for Two Wheels: Cars" they discuss how the law treats motorcycles, the quadrupling dealerships, leisure riding, and 'equal treatment'. Around 100 cities in China have restrictions to do with banning two-wheel vehicles from certain areas. Obviously this would affect sales of motorcycles.
